Training Compensation & Solidarity Contribution for Clubs to be implemented from 2020/21 Season!

The FIFA Regulations on the Status and Transfer of Players lays down global and binding rules concerning the status of players, their eligibility to participate in organised football, and their transfer between clubs belonging to different associations. The Regulation also mentions that each Federation must have specific rules that govern the transfer of players between clubs belonging to the same Federation, rules for settlement of disputes between clubs and players etc.

In compliance with the provisions of the above-mentioned Regulations, All India Football Federation has been in discussions with various stakeholders along with FIFA to bring in the required amendments to AIFF Regulations on the Status and Transfer of Players in line with the latest FIFA Regulations.  In view of the above, AIFF is pleased to inform that the AIFF Regulations on the Status and Transfer of Players along with the AIFF Rules Governing the Procedures of the AIFF Players’ Status Committee has been amended and the same will come into force on 1st August 2020 with the exception of Article 3.1 and Article 6 of Annexe 2; Article 1 (i) of Annexe 3 which will come into force on 1st January 2021.

As an exception to the 2020-21 Season due to COVID-19, the definition of Season under point 26 of Definition under AIFF Regulations on the Status and Transfer of Players shall not apply and the same, along with the Registration Periods (Transfer Windows), shall be construed as specified under Circular no. 006 issued by the AIFF on June 9, 2020 which are mentioned below:

Season Dates: 1st August 2020 to 31st May 2021.

First Registration Period (Men and Women): 1st August 2020 to 20th October 2020.

Second Registration Period (Men and Women): 1st January 2021 to 31st January 2021.

Registration Period for Amateur Players: 1st August 2020 to 31st May 2021.

Along with the above, the temporary exceptions to Article 5.4 and Article 7.1 of the AIFF Regulations on the Status and Transfer of Players shall only be applicable for the 2020-21 Season.

Further, we are extremely pleased to inform that in compliance with Article 1 par. 2 of the FIFA Regulations on the Status and Transfer of Players, AIFF has implemented a system of Training Compensation and Solidarity Contribution which will be applicable to Player registration and transfer for domestic players from the 2020-21 Season onwards. The provisions of these said rules are provided in AIFF Regulations on the Status and Transfer of Players under Chapter VII read with Annexe 4 and 5 of the Regulations respectively.
